Companies that sell billboard space such as Clear Channel, Lamar & TDI are negotiable.  However, it is usually easier to negotiate receiving additional billboards rather than a lower price.

To find below-market rates for billboards, try looking for billboards that do not have the name of one of the big billboard companies at the bottom of the billboard.

Look for billboards that are owner managed or managed by small agencies.  Contact the owner and let the owner or agent know that you are interested if it becomes available.  Additionally, some of these owners have more than one billboard and may have some that are available.  I was recently contacted by someone in Texas who owns several billboards and he rents them himslf instead of using one of the big companies.

Try contacting owners of buildings with a large exposed wall that may be suitable for painting a billboard.

Keep in mind that billboards work better for branding than they do for direct response advertising.  Billboards greatly increase advertising results from TV including direct response advertising on TV if you use a vanity telephone number.  Never do any direct response advertising on billboards without an easy to remember 1-800 vanity phone number or a very easy to remember web site address.
